Price IsBasePrice Search Criterion

The `IsBasePrice` Search Criterion searches for prices that are base prices.

## Arguments

This Criterion takes no arguments.

## Limitations

The `IsBasePrice` Criterion isn't available in Solr or Elasticsearch engines.
